it actually depends on luck, but until now the drop system has always been a secret. whether it is truly a random chance that is different per person or it is set randomly to drop after collective amounts of dungen runs done by all players and set up in a loop (eg. every 193 runs the one who did 194 and 195 runs will drop rare or unique items and the player who finished the runs 1235th will drop book). but again this is just an assumption, safe to say that you just have bad luck.

i agree this needs change.  and the players that are part of that guild which obeyed that rules, deffended it. also speaks volume.

there is definitely a better ways of handling it if "fairness" is what's wanted. an example would be how WoW or FF handle it > upon a boss death a screen will shows up with what the boss dropped this time and everyone that participated in the raid(of the faction that won the raid) will receive this screen, they can then "vote" on what they want to get from the boss and it'll bid your odds against everyone else that also bid for that item. the party that did most of the damage to the boss could get for example a 5% extra chance on top of their odds in the bid, keeping an incentive to make damage parties etc

another example would be a point system where if you participated in a raid and IF your faction won the raid you would receive for example 5 points and after you collect a extremely grindy amount of points you can redeem them for a book or skin or whatever. similar to what tombs, outposts and towers have with 1250 giving you a book
now this system does come with its flaws, if everyone is getting these points after a long while its possible for an entire faction to have the book

another final example could simply be a chest that every participant of the winning faction gets that has a chance of dropping the boss loot while also keeping the killing party getting drops from the boss
