They are about 15% stronger than lab items. They were given out to best players as a part of secret project, but Senian didn't keep this a secret. He shall be expunged soon, don't worry. The items can be dropped at 0.000125% drop rate, which is about 1/800000. Each sign used to amp equipment of every player on the map substracts 1 from drop rate.
