Paladin shield need fix

I want to report a bug with the paladin's shield, paladins can shield a player without a party and buff 15% dmg with their key talent!(check video at down) Looking at the latest update notes shaman, charmer,priest etc. cant use their buff skill without party. So i think its not fair paladin can buff someone without party, dont let paladin use shield on ally without party or if can use, dont let paladin shield key talent work so they wont receive dmg buff without in party both fine. Why it need to be fixed? Bcuz when guilds fight for bosses it makes big dmg diff, for example a mc guild fight a elf guild on nocturna boss elf guild has 5 paladins and buff 5 dmgers it makes like %75 more dmg on elfs dmg party! while mc dmg party doesnt have any buffer bcuz shaman and charmer need to be in party for buff ppl while paladin dont even need to be in pt and buff %15 dmg to dmgers its not fair, need to be fixed.
