To be free to download now , it will be charged later or it will remain like that. 7 was more of fixing vista's problems, 8 was trying something new that people disliked but was actually an improvement performance wise, 10 is the remedy to 8 while merging in 7 to make it complete, it had a long testing phase which they changed a lot of things, 10 has been pretty complete since release if installed properly, only problem is popularity, over time everyone will use it anyway slowly grow into systems like a parasite.
