Talent Block

Hey, I managed to grind my way through the talent tree to this Talent block thingy and I wanted to ask how exactly it works.

I assume I can only choose one of the three for the price of 63000 knowledge?
Can I only choose one of the talents in the block if Ive unlocked the talent above, e.g. in my screenshot I arrived from the left side so I can only pick the most left talent in the block, unless I grind down the other side as well?
Or can I unlock all three for 63000 each?

You have to unlock all the three talents above the talent block: the one that increases Penetration, the Stellar Blessing and the one that increases Solidity

 

After that, you can unlock the talent block, you get all 3 at the same time but only 1 can be active
