Я бы ещё предложил рассмотреть следующий вариант: при фулл репутации любого сектора айвондила вместо репутации будут начисляться знания

Не понимаю в чем проблем дать гарантированно каждому игроку книгу, пусть это будет 2-3т заходов в инст но быть уверенным что ты ее получишь а не тупо сливаешь банки выноса даже их не окупая.
