While true, it is much harder to realistically get retribution in a good PvP build, while you can get 20%+ life steal with no buffs and without losing much. As for retribution, the most you can do is an enchant on weapons, which is not an easy choice to make unless you're a staff user. I would like to see more options to get retribution into the PvP meta, it would be fun beyond just a counter for lifesteal.
