I'm a lvl 8 nd and have compleyes all my quests.last one was pirate captain I've searched map several times and cannot find a new quest giver I've been solo all the way been in arena few times took ship to other island and when checking my reputation it says have not met any factions yet. It will show. it only wont show when you have 25 quests (max cap) at moment of login, OR if that npc has a "?" or a dot blocking the "!" on map. I've been in every shop tavern and cave.walked and talked to everyone nothing and nothing on map. ok that quest is optional (red rank boss) and its not required to move on. so you must have missed a quest before that one.
