you can get a few lvl 15 items  as  quest rewards but are not so good as lvl 13 boss drops.

"buyer-up of chainless league" sells lvl15+ and lenar in tavern after you you complete berengar guards.

Well it's a Very Very Rare Item but you can get a level 15 Sword it's called a Well-Tried Blade
