If it worked like that, they should be on a pretty short timer. I mean, think about it. A paladins or a bds shield blocks about 2 hits from any given dps class and people say these are very strong already (paladins maybe more if they are running a tank build, but at that point they have practically 0 damage so it's a bit irrelevant to a point regarding dps class tankyness). Having double that, just in a different flavour, would be pretty strong for a dps class that's not meant to be tanky. Especially when there's no way to remove those stacks other than wasting your skills on them. The same thing was probably the reason this got removed. The stacks would stay indefinitely and you would always start with them at max. Since they regen over time, it didn't leave much counterplay outside of just wasting your damage skills on the stacks. After which rogues could just disappear and regen the stacks again. Also the fact that it was completely independent of your own dodge stat made it a bit backwards. You could neglect having dodge completely and still have them happen consistently.

Новый сервер что-ли? Смысл исправлять это, придётся только жить с этим, боты будут до тех пор, пока сама игра жива. Раковая опухоль варспы.
