Pirates of the strait quest possible bug

I have been doing this quest for about a week and a half plus, at least 24+hours In grinding and have yet to get this drop to finish quest. I know this quest has always had a low drop rate, even when I first started playing before I recently returned. I am seeing if this is normal or not as statistically speaking I think I should have got it by now. I am stuck on this quest until I can get this drop, if this is normal I'll keep grinding,but if not is their a way for this to be fixed. Back before I left at most it could have taken three days to get this drop, that is why I'm inquiring about it.

Thank you so much, when I first started it was in the stump, then it went to pirates, now this, no wonder I was confused, is it's counterpart this way now too as well? At least in this iteration I didn't have to wait a really long time for the mobs to respawn that really would've been torture with old knowledge. Drakonight remember when used to be? Sucked, right?
