This is probably a case of the talent's description being a bit unclear. I think it means that it retains 25% of the 60% buff, so 15%. Not a flat 25% buff. 

Так что мешает сделать сбор.. Да ХФ на руби, не может каждое гвг иметь 80-90 человек,  Но на рейды собрать для того чтобы залететь в топ может. Увы реалии пирла Причем я уверен что, они могли бы собрать 60-70 человек и пройти тот же 10-12 смотря какой сезон, как не крути но все они были разными

There are some minions that help. They're not free, but tank minions aren't often super expensive either. For example "water protector" minion from the free version of battle pass works fine. It doesn't take many tasks to get, lasts for 36 hours and basically can't die. You're only able to get one though.
