Yea but how exactly do you detect if someone is using 3 devices to play? Character movements aren't the same. Same wifi doesn't really prove it as there may be just friends playing together. You can't confirm if one person is controlling 5 devices. This tells me that these conducts are just illegal and does not result to penalties which is why there are many bots nowadays.
Same thing applies to selling accounts, sharing accounts, selling golds, chat spamming, & offensive language. They're not banned.
