Quest limit was increased to 100 with the 3.4.4 update. Checked all the update announcements.

Arena chars.... Buy from other players, no XP award, don't know. I don't see a problem in low level crafters.
It has to be changed, and don't forget to mention that those jobs can be available for lvl 9-, because rare crafts can be crafted by lvl 10+.

When you create a character, you start at a place in nowhere, 2 NPCs train you for level 2 and then you teleport to you base island of your faction as it is right now.
