I curious how you counted x0.925. Is that for frugality 7.5%?

I have question about frugelity. I had first lower mana change on that talent on level 4 (6%). Example charmer's bird skill mana use went 31 to 30. If I take frugality to level 5 (7.5%), is it lower any skill's mana cost?
