Yea but how exactly do you detect if someone is using 3 devices to play? Character movements aren't the same. Same wifi doesn't really prove it as there may be just friends playing together. You can't confirm if one person is controlling 5 devices. This tells me that these conducts are just illegal and does not result to penalties which is why there are many bots nowadays.
