For all those who's crying, why no book at lvl19 n below

u see when u reach lvl20 u get 2skill points (sp) from lvl19, and to unlock expert skills they made it u need to spend 10sp why? becuz only lvl18+ have 10sp-12sp and becuz only lvl20 has those 2sp that can only be used for expert skills or regular basic skill so they got book gift any questions?  :)

Only those who are level 20 got book oblivion because only lvl 20s will be able to use it properly.

Level 18/19s can still use the expert skill but they dont have the right to level up the skill at their current level  so  there is no point in giving them book of oblivion.

 

So this is why only level 20s got book of oblivion.
