Fix description for "Exhausting Burden"

The eskill mentoined in the title says that it slows down movement by 35% and also using Armistice will cause a 2 sec stun at 1/4, but that seems to be the data for the eskill being 4/4... fix that so it is true to each coresponding level. Some eskills have their descriptions right for each level, this one should too.

Does the skill description change according to its level? Really?

I've put this here for a friend. :) He claims that a certain eskill for a paladin

has it's data right for each level. Didn't check it but it's just a reference,  just want the priest one to show 1/4 stats, so there's no missleading info like in his case.
