1: What do you mean with extra properties? In the context of "other abilities", no. There won't be.

2: Highest equipment level I have seen is the level 24 arena rewards gear.

1. Usually no. But palas new barrier-expert skill will gain an effect at lvl4

2. 26. Common high armors are around lvl 21 tho.

3. Depends. If you go for arena, its arenaset ofcourse. If you go farming you might want some kronus gear, or if you are on a budget, lvl18 heroic gears alsp will work.

4. Depends. For Arena, its obviously arena weapon. But you might favor others because arena gear usually arent as variant in stats as other gear is. The higjest lvl weapons until now are the lvl23 horror weapons, which are awesome for any class except pala, if you use mace and shield.

Hi there! First of all, welcome!

Let me try to answer your questions :

1. Umm extra properties you meant is like extra effects? I'd like to say yes, ofc, most of skills give greater effects on their max lvl, just there is a small amount of skills which don't work as you expect to.

2. Currently, max eq lvl is the arena reward lvl 24, soon there will be lvl 26 as the arena season ends, but... the max lvl of eqs you can get from dungeons are wpns lv23, about the rest beside wpns, the accessories are lv22, the physical gears (head, body, gloves, boots) are lv21.

3. As some members have answered, you determine your own best set depends on either pvp or pve nor the both of them. You should taste the experiences first to decide which is the best.

4. Arena 21 eqs are only good for arena and pvp, for pve, better to use eqs u get from farming and dgs. About craft... only the capes, cloaks, and wpns which are worth wearing, and some gears too... but you should spend much gold on the essences if you craft or people craft for you, and should be more expensive if you buy them drectly.
