Cooldown Calculations

Can someone explain to me how the cooldown % works? Or if anyone have the formula to it and mind sharing. Thanks I really appreciate that. The reason I'm asking is because 200% is the cap.

Skill base cooldown/(1+your cd), where 1% cd=0.01.

 

So for example a 30 sec cd skill with 130% cd would be:  30sec/1+1.3=13 sec.

 

100% cd halves your cd, 200% makes it 1/3 of the original
