Suggestion for reworking the splitting blow skill (Sekker)

I'd like to propose a change to the Splitting Blow skill, converting it from an active ability to a passive one, aiming for better synergy with characters focused on consistent attacks and instant damage.

Current version — Splitting Blow (active):
Applies Bleeding and Deep Wounds to the enemy for 8 seconds.

  • The target takes physical damage equal to 30/35/40/50% of the character's Physical Power every 2 seconds while under the effect of Bleeding.

  • Deep Wounds reduces the healing the target receives by 20/25/30/40%.

Proposed version — Cruel Blades (passive):
Basic attacks and abilities that deal instant damage have a 15/20/25/35% chance to apply Bleeding and Deep Wounds to the enemy for 8 seconds.

  • Bleeding: Deals physical damage equal to 30/35/40/50% of the character's Physical Power every 2 seconds.

  • Deep Wounds: Reduces healing received by the target by 20/25/30/40%.

  • Internal cooldown: This effect can only be triggered once every 4 seconds per enemy.

The goal is to turn the skill into something more fluid and compatible with aggressive playstyles, adding consistent impact over time without needing manual activation.
The 4-second per-target cooldown acts as a balancing measure.

P.S.: This is just an idea to make the skill more useful and appealing. As of now, it's mostly decorative, and I trust the developers will make adjustments when the time is right.

A full passive might be a bit too strong, but giving it a duration and turning it into a self buff might be decent. Imo that would provide the fluidity while also keeping it from becoming too strong.
