It does drain your mana and hp when u move. But there is a problem, because due to bad connection u can stand in different place, that u see u are standing. So its like this:

U follow priest and try to get him. U get Elusive Threat. U wanna stop walking and u click on the place, where u see your char is. Due to bad connection your char is standing somewhere else (for example a few steps back) and goes to the place where u actually ordered him to stay. The result is your hp and mana are drained.

Also, sometimes the game doesn't show your correct position or other player's correct position. One way to "refresh" all the positions and make sure everything is standing on the place where they actually are, is to quickly disconnect and connect again.

If you don't want to disconnect/connect and want to make sure you stand on the spot you clicked, you can walk 1 step to any direction and then come back to where you were. This is useful when you are hunting a boss for example and everyone is complaining you are tanking it at the "wrong" spot even if you are on the "right" spot on your screen.

Thing is I dont wanna walk when under elusive threat

If you use a ranged class you can counter this by staying near the target and not at the max normal attack distance.

If you use a meelee class you can lower the odds of this happening by "entering" the same square as the target before you start normal attacking. You will have an extra square of margin to cancel your auto-attack after you get threated.
