Little bit of both. See, in september-january it's usually very hot for the time of the year. Then, near the end of january, it all of a sudden gets very cold sometimes (my father remembers it being 20 degrees C on one day, -20 C the next one) and a hype starts for a 200km long skating thing that never happens anyway. This usually lasts a few months.

 

Same in Kaliningrad?

Yes, pretty much the same. Winters are mild, snow and really cold weather is not a frequent thing. Right now it's few degrees above 0 and all city is covered in mud after snowfall few days ago.
