What happens if i use 2 pieces of one set and 2 pieces of another, or 3 pieces of one set and 1 piece of another, does the skill activates or not?

if it works like any other heroic set having 2 pieces activates first skill and having 4 activates 2nd so having 2 and 2 activates first one from both and having 3 and 1 only activates first one from the set you have 3 pieces of

now hear me out, you play as a tank character and equip 2 heavy pieces and 2 lightweight pieces and get these 2 buffs

I'm not saying about 2 different types of armor

Let's say about a Warlock

In the head, i use one piece of armor 

In the hand, i use another piece of armor from a different set (with different stats)

 

They are different armors with the same set bonus
