Because 50% of players are Chinese, and the best moment for an event results to be on the period of time during which many players are online at the same time. 14:00 should be like late afternoon for them, hence many of them are online. There's little to do if people don't take a moment or two to read carefully. Nonetheless, we can't say that SEA server at the moment of the Mass Joining of Chinese Players was certainly empty.
