It's been reduced by like a few milliseconds so it's still useful, the chances of fear getting "cancelled" in combat has increased though. Although fear has been changed a little, it is NOT a useless skill at all. (Mine works 99% of the time, and seems to break every once in a week or not at all) Pst. Life exhaust is not a very good pvp skill (although it damages your enemies HARD and heals you for half the damage, and if it crits you get the total amount of damage you deal at its max lvl) but is a gem when it comes to farming bosses and mobs (pve).
