DG 26 was just fine. Why fix it?
The one that should be fixed is elm not DG 26. Haloween is a seasonal event. Rare drops comes from seasonal events. It won't be rare when everyone has it.

It's a more convinient system to choose an amount of items to sell. You will be able to test it after release, it's really cool.

28th July 2015 was the date that you announced there will be chests, is that what you mean by "At the moment of revealing the results"?
 
This is our victory, fellows, and every player from 6th level """(at the moment of revealing the results)""" will get long-awaited Chests regardless your participation in the voting.
 
Also, does this mean that any character what was of a lower level, or was not created before then won't get the chests?
 
This is just to clarify and also make people aware of this information, because lets face it, most people don't read these detail. and there would be hundreds of topics created like "Why don't i have free chests".
