I farmed the halloween essence tokens up to 12k for days to be able to get the talent where vamp runes on rings are 1 lvl up. I just now unlocked the talent and went right away to insert a vamp rune into my lvl 32 ring and it turned out like a normal enchant. Please fix this or correct me if Im mistaken but I was looking at many other rings and asked and mines turned out 5% like a normal enchant
